二、项目概况与招标范围

2.2招标范围：本项目工程量清单编制、招标控制价编制、施工阶段造价咨询等全过程造价咨询服务。

三、投标人资格要求

3.1 本次招标对投标人的资格要求如下:

3.1.1 资质要求：投标人须在中华人民共和国境内注册，具有独立法人资格，并在人员、设备、资金等方面具有相应的能力，能够承担本项目工作，具备有效的营业执照。

3.1.2 信誉要求：投标人未在“信用中国”网站列入失信被执行人名单（以开标当天投标截止后在“信用中国”网站查询结果为准）

3.1.3 其他要求：①本项目面向小微企业采购②与招标人存在利害关系可能影响招标公正性的法人、其他组织或个人不得参加本项目投标；单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时参与本项目的投标，否则，其相关投标均无效；

3.1.4 项目负责人资格要求：具备一级注册造价工程师（原注册造价工程师）资格。

3.2本次招标不接受联合体投标。
