①采购项目代理服务费由代理机构向中标供应商收取。以中标金额为基数按差额定率累进法计算，收费费率标准如下：100万元(含)以下按1.5%；100万元（不含）-500万元按1.1%。本项目代理服务费根据中标金额以差额定率累进法按上述费率标准计算后下浮30%向中标供应商收取。②代理服务费的交纳方式：中标人在领取中标通知书的同时，以转账、电汇、现金存款等付款方式一次性缴清。代理服务费汇入账户：开户名：福建省健坤招标有限公司，开户行：中国银行股份有限公司福州东门支行，账号：407870398762。

1、在资格审查阶段，“山东中教产业发展股份有限公司”投标文件中未提供合格有效的单位授权书，根据招标文件《第四章 资格审查与评标》一、资格审查 第1.3 （2）“投标人的资格及资信证明文件”“序号1 单位授权书”及1.4有下列情形之一的，资格审查不合格：采购包1：资格审查不合格项：“其他情形 所有资格证明文件应是最新、有效、完整、清晰。有年检要求的应符合规定。有变更事宜的，变更文件应附齐全，否则投标无效。.......”故“山东中教产业发展股份有限公司”资格审查不合格，按无效投标处理；
