采用单一来源采购方式的原因及说明：为了磐安中医体质与治未病研究院（暂定）项目顺利实施，专家组根据收集到的全国中药科研单位信息，进行综合比较分析，认为北京王琦医学研究院具有诸多有利条件，符合项目单一来源采购的要求。主要理由如下:
1、王琦院士是国家重点基础研究发展计划（“973”计划）首席科学家，是我国中医体质治未病学领军人物，其创立的中医体质辨识法被纳入卫生部2009年10月10日颁布的《国家基本公共卫生服务规范》，成为唯一一项中医体检内容，使中医药首次进入国家公共卫生体系。其带领的团队是行业内翘楚，已形成多种治未病疗法。
2、2022年11月，磐安县人民政府与北京中医药大学国家中医体质与治未病研究院签订了《关于联合设立浙江中医体质与治未病研究院的战略合作协议》，在磐安中医药产业发展上关于科学技术研究，人才培养引进、产业项目转化、信息化建设等方面开展全方位合作。
3、当前磐安县正聚集数字赋能完善产业链布局，做好“三产融合”。中医体质与治未病研究院通过传统的中医与网络医院相融合，推动磐安中药材产业提档升级，打造中医药大健康产业集群是一个很好的合作契机。
