采用单一来源采购方式的原因及说明：为更好推进柯城区党政机关集中办公，满足我区办公需求，现拟租赁用于柯城区行政中心党政机关单位作为办公的用房，并申请采用单一来源采购方式进行采购，理由如下： 中心于 2022年 3月与衢州市柯城区建设投资发展有限公司签订房屋租赁合同，租用荷花西路 107 号、荷花西区 124、5号 (行政中心 12 号楼) 以满足我区办公需求，由于办公所需用地及周边交通状况等要求较高，难以在短时间内通过公开招标等方式租赁到符合条件的办公场所，如另行租赁其他地点作为办公区域，需重新规划布局及装修，所耗时较长，费用较高，决定采取单-来源方式进行采购，租用上述办公楼。根据《浙江省财政厅关于进一步规范政府购买服务采购管理的通知》“四、公共服务项目符合以下情形之一的，可以采用单一来源采购方式: （一）在现有的经济和技术条件下，更换承接主体将无法保证与原有项目的一致性或者服务配套要求，且导致服务成本大幅度增加或者原有投资损失；”基于以上原因，中心党组会议研究决定，申请本项目采用单一来源采购方式进行采购。
