协同推进金融服务业创新和对外开放。
负责争取监管机构支持，鼓励推动金融城各类要素市场、金融机构进行产品、业务和制度创新。
推动国家重大金融改革创新项目在金融城先行先试。
负责协调相关各方推进楼宇经济、新兴金融业态等信息服务平台建设，协助金融监管机构和地方政府金融服务部门加强金融风险防范体系建设。
（二）陆家嘴金融城经济发展促进
服务小陆家嘴31.28平方公里区域内企业，服务占上海市的60%和浦东新区的90%的银、证、保等持牌金融机构。
推进各类高能级金融、航运、贸易企业和总部机构的集聚和培育，促进优化以金融业为重点的产业生态链；
落实产业发展政策及相关扶持政策。
（三）陆家嘴金融城品牌推广
负责陆家嘴金融城对外合作和交流，加大和世界几大金融中心的联动，进一步扩大陆家嘴金融城的影响力。
加强和媒体的合作交流，持续推动金融品牌建设。
（四）陆家嘴金融城综合服务工作推进
负责金融城发展战略研究、发展规划和年度计划的制订与实施；

负责区域深度开发的研究、协调与推进工作。

采用单一来源采购方式的原因及说明：根据上海市浦东新区人大常委会《浦东新区人民代表大会常务委员会关于促进和保障陆家嘴金融城体制改革的决定》（浦人规备（2016）1号），文件列明：1、区人民政府依据本决定设立陆家嘴金融城发展局，依法登记为上海陆家嘴金融城发展局有限公司，作为金融城法定的管理服务机构，通过企业化、专业化运作，提升推进金融城发展的能力和效率。2、发展局是实行企业化运作但不以营利为目的、履行相应公共管理和服务职能的法定机构。3、发展局的运营经费主要来源于区人民政府购买服务经费、发展局的资产收益和经营收入等各项所得除维持发展局正常运转外，应用于事业发展，不得进行分配。
