3.投标人资格要求

3.1具有独立承担民事责任的能力；

3.2投标人具有市政公用工程施工总承包三级及以上资质，且具备有效的安全生产许可证。

3.4项目经理资格要求：项目经理须具有市政公用工程专业二级及以上注册建造师资格，且具有有效的安全生产考核合格证书。

3.5本项目不接受联合体投标；

3.6投标人未被合肥市及其所辖县（市）、区（开发区）公共资源交易监督管理部门记不良行为记录的；或被记不良行为记录（以公布日期为准），但同时符合下列情形的：

（1）开标日前（含当日）6个月内记分累计未满10分的；

（2）开标日前（含当日）12个月内记分累计未满15分的；

（3）开标日前（含当日）18个月内记分累计未满20分的；

（4）开标日前（含当日）24个月内记分累计未满25分的。

3.7投标人存在以下不良信用记录情形之一的，不得推荐为中标候选人，不得确定为中标人：

（1）被责令停产停业，暂扣或者吊销许可证，暂扣或者吊销执照；

（2）进入清算程序，或被宣告破产，或其他丧失履约能力的情形；
