采用单一来源采购方式的原因及说明：一是目前政务云平台资源已满载运行，如更换供应商将导致大量信息系统须实施迁移，目前已无富余政务云资源可满足该部分系统的迁移，各系统只能维持现状并逐步迁移。二是迁移工作涉及云上信息系统单位共同配合实施，目前各系统正在做计划改造后再迁移，重复迁移将造成工作量和迁移费用浪费，且影响应用系统持续稳定运行。三是原租用合同中的3年服务已包含供应商投入的设备和软件平台成本，因此在原有服务内容不变更的情况下继续租用，可有效降低原供应商总体服务成本，相比其他供应商存在较大的价格优势，同时更好的节约财政资金投入，提升项目质效。因此，为确保政务云资源服务的持续性，根据《广西壮族自治区财政厅关于进一步规范政府采购单一来源采购方式管理的通知》（桂财规〔2021〕4号）规定，“因公共服务项目具有特殊要求的，导致只能从某一特定供应商处采购的。”可采用单一来源方式采购。
