采用单一来源采购方式的原因及说明：按照财政部等七部委关于加强惠民惠农财政补贴资金“一卡通”管理工作部署，山西省财政厅通过购买信息服务的方式，于2022年7月经政府采购确定由山西百得科技开发股份有限公司对已有省农业补贴资金管理平台，升级完善全省统一的“一卡通”发放管理平台。目前，“一卡通”平台系统已完善，支持各级财政部门、业务主管部门、代发金融机构等登录访问。考虑到“一卡通”业务的连续性和平台服务质量、服务标准、技术支持情况,“一卡通”平台市、县级信息服务拟采用单一来源采购方式购买。
