有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。

对投标人的资格要求：

对中国关境内投标人须提供有效的营业执照副本复印件，中国关境外投标人须提供企业经营许可证明文件复印件；

投标人应当符合如下规定：法定代表人为同一个人的两个或两个以上法人不得同时投标；母公司与其全资子公司和/或控股公司不得同时参加投标；

本项目接受制造商或制造商授权的销售子公司投标；

投标产品制造商应具有在有效期内的ISO9000质量管理体系认证证书或同等类型证书、ISO14000环境管理体系认证证书或同等类型证书和OHSAS18000职业安全健康管理体系认证证书或同等类型证书，须提供证书复印件加盖投标人公章；

业绩要求（需同时满足）：

投标品牌在国内新建80万吨/年及以上乙烯裂解装置中至少具有2台（单台口径≥36”）裂解气阀的应用业绩；

投标品牌在国内乙烯裂解装置中至少具有2台裂解气阀（双闸板，单台口径≥36”）连续成功稳定运行五年及以上的业绩（所提供业绩必须是能够连续运行非间断运行装置的业绩）；

投标人应提供业绩清单（标明型号、用户名称、用户所在地、投用时间、装置规模等）、出具业绩合同复印件，其内容至少应包括项目名称、装置名称、产品型号以及签署和盖章页等加盖投标人公章，合同复印件不清晰或不提供合同复印件均视为无效业绩。

投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件。

本项目不接受联合体投标。

以上(1)-(7)条均为“否决项”，达不到要求其投标将被否决。

*4.交货期：从中华人民共和国关境外提供的货物：2021年11月15日前货到买方施工现场；

从中华人民共和国关境内提供的货物：2021年11月15日前货到买方施工现场。

5.有兴趣的潜在投标人可于2021年5月31日至2021年6月7日每天（节假日除外）9:00至17:00时（北京时间）在下列地点购买招标文件，本招标文件售价为2000元人民币或300美元，售后不退（邮购须另加100元人民币或20美元）。任何未在中化商务有限公司领购招标文件的法人或其他组织均不得参加投标。

*3.Qualificationrequirementstothebidders:

1)IntermsofdomesticbidderinthecustomsterritoryofChina,acopyofvalidbusinesslicenseshallbeprovided,andintermsofoverseasbidderoutsidethecustomsterritoryofChina,acopyofbusinesslicensecertificatedocumentsshallbeprovided.

2)Thebiddermustconformtofollowingstipulation:companieswithtwoormorelegalpersonswhoarelegalrepresentativesatthesametime,shallnotbidsimultaneously;Parentcompanyanditswholly-ownedsubsidiariesand/orholdingcompanyshallnotbidsimultaneously.

3)Thebiddermustbethemanufacturerorthesalessubsidiaryauthorizedbythemanufacturer;

4)ThebiddingproductofmanufacturershallhaveISO9000qualitymanagementsystemcertificationcertificateorequivalentcertificate,ISO14000environmentalmanagementsystemcertificationcertificateorequivalentcertificate,OHSAS18000occupationalsafetyandhealthmanagementsystemcertificationcertificateorequivalentcertificatewithinthevalidityperiod,andthecopyofthecertificateshallbeprovidedwiththeofficialsealofthebidder.

5)Performancerequirements(meetatthesametime):

①Thebiddingbrandhasatleast2applicationperformancesofcrackinggasvalves(singlediameter≥36")inthenewlybuilt800KMTAandaboveethylenecrackingequippmentinChina;

②Thebiddingbrandhasatleast2operationperformancesofcrackinggasvalves(doubleram,singlediameter≥36)whichhasbeenrunningsuccessfullyandstablyforfiveyearsormorecontinuouslyindomesticethylenecrackingequipment(theperformanceprovidedmustbetheperformanceofcontinuousoperationofnon-stopoperationunit.

Thebiddershallprovidealistofperformance(indicatingthemodel,origin,username,userlocation,commissioningtime,devicescale,etc.)andissueacopyofthekeypagesofsalescontractorfinalacceptancecertificatewithheofficialsealofthebidder(includingprojectname,devicename,productmodel,signatureandsealpage,etc.).Ifthecopyofthecontractisnotclearorthecopyofthecontractisnotprovided,itshallberegardedasaninvalidperformance.

6)Thebiddershouldprovideabankreferenceletterinoriginaloritscopyissuedbytheiraccountbankswithin3monthspriortothetimeofbidopening.

7)TheJointVentureshallnotbeacceptedunderthisbiddingproject.
